The course does not attempt to provide a historical or chronological overview of fiction, but instead examines the general characteristics of fiction, especially that written during the past hundred years. I PAGE 2 : 1 FEBRUARY 2, 1995 Bill 22 and College Representation Election of Education Council fast approaching T A he long awaited creation of the Educa¬ tion Council and the new composition of the College Board will soon be reality. VCC will implement Bill 22, which was formally passed by the B.C. legislature on January 15, 1995. The following article provides details of Board membership and the Education Council, through the specifi¬ cations of Bill 22. Please note the details and timelines of the election process. College Board composition The College Board composition will now include, in addition to those external members appointed by the Lieutenant Governor in Council: a) one faculty member elected by faculty members for a 3 year term b) one support staff member elected by support staff members for a 3 year term c) two students elected by the students for a 1 year term (1 from CC and 1 from KEC). In addition, the President and the Chair of Education Council are members of the Board, but are non-voting. Education Council Composition On first being established, the Education Council must have 20 voting members as follows: a) 4 educational administrators, each for a term of 2 years, appointed by the President b) 2 support staff members, each for a term of 2 years, elected by support staff c) 4 students, each for a 1 year term elected by students (2 from C.C. and 2 from KEC). VOL 1 NO 4 d) 10 faculty members, each for a term of 2 years, allocated at VCC as follows: 1 ABE and ASE representative elected by ABE/ASE faculty 1 Applied Arts Tech.representative elected by faculty in that division 1 Business Computer Programs repre¬ sentative elected by faculty in that division 1 Counselling representative, elected by counsellors. 1 ESL representative, elected by ESL faculty 1 Health Sciences representative, elected by faculty in that division. 1 Tourism, Hospitality Services Pro¬ grams representative elected by faculty in that division 1 Library representative, elected by ' library faculty 1 KEC faculty member at large 1 CC faculty member at large Elections Bill 22 specifies that the registrar of each institudon conducts elections to the Board of Governors and to Education Council. Education Council 2} Advice given under subsection (1) must not conflict with policy or directives established under section 2 (1) (a). 14.1 H An Education Council must advise the Board and the Board must seek advice from the Education Council, on the development of educational policy for the following matters: a) the mission statement and the.educational goals, objectives, strategies and priortites of the institution; b) proposals about implementation of courses or programs leading to certificates, diplomas or degrees, including the length of hours for courses or programs; c) reports after implementation by the institu¬ tion without prior review by the educaiton council of (i) new non-credit programs,or (ii) programs offered under service contract; d) priorities for implementation of new pro¬ grams and courses leading to certificates, diplomas or degrees; e) cancellation of programs or courses offered by the institutuion or changes in the length of of hours for courses or programs offered by the institituion; f) evaluation of programs and educational services; g) policies concerning library and resource centres; h) acting of the academic schedule; i) policies on faculty member qualifications; 3} The Board must request advice on a matter under subsection (1) by giving the Education Council, at least 10 working days before the Board will deal with the matter, the follow¬ ing' a) the agenda items concerning the matter for the meeting of the Board at which the matter will be discussed; b) the date by which a statement setting out the advice of the Education Council must be given to the Chair of the Board. 4} Despite subsection (3), if the Board must deal with a matter under subsection (1) and there are substantial reasons why 10 working days' notice under subsection (3) cannot be given, the Board must advise the Education Council, as soon as practicable, concerning a) the matter, b) the reason why notice could not be given under subsection (3), and c) the decision taken on the matter. Powers of the Education Council 14.2 1) An Education Council must make bylaws, with the prior approval of the Minister, for the conduct of the business of the Education Council including bylaws specifying the duties of members of the Education Council in conflict of interest situations.
