CANADIAN JOBS STRATEGY AND EXCELLENCE IN EDUCATION FUND THE CANADIAN JOBS STRATEGY (CJS) As you are probably aware, the federal government launched some months ago, a new employment and training policy called the Canadian Jobs Strategy as an attempt to deal with technological change, redundancy in employment, and the economy of the IQSO's. Up to $100 million is scheduled for allocation to B.C. during 1986-87, to be used to support projects and activities directly associated with the CJS programs identified on the CJS summary sheet. Training, upgrading and job reorientation are integral to the Canadian Jobs Strategy. Thus there are opportunities for V.C.C. to become involved. Here are some examples of involvement possibilities for V.C.C.: - Various forms of partnerships/arrangements with private-sector companies wishing to train, upgrade or reorient employees under the provisions of the Canadian Jobs Strategy. - Sub-contracting to private-sector companies or others who have access to Canadian Jobs Strategy funds for training purposes. - Co-operative training where students are placed in the private sector for practicum purposes. - Initiation and development of training schemes for women, native persons, the handicapped and the chronically unemployed. - Co-operation in the development of training schemes with social service and volunteer agencies. V.C.C. has responded to CJS organizationally by constituting a cross-centre/ campus committee to encourage project development, to respond to requests from employers, and to work with Employment and Immigration Canada which is managing the CJS. The members of this committee would appreciate your suggestions for project development, and in our case, your ideas should be directed to (Lawrence Fast or Ralph Kerr - Langara; Sam Lewindon or Harold Turpin - K.E.C.; Dalton Kremer - V.V.I.; or Jill Tyndale - C.E.). EXCELLENCE IN EDUCATION FUND As you may also know, the provincial government has recently announced an Excellence in Education Fund, part of which will be used to fund projects from schools, colleges, institutes or universities relating to training and the creation of employment opportunities. V.C.C. has responded to the Excellence in Education Fund organizationally by reconstituting the cross-campus/centre committee which dealt with Local Economic Renewal and Development Projects (LERD) last summer and fall. This committee is now soliciting project proposals for which we might seek Excellence in Education funding. Our representative on this committee is Dr. Lamoureux, and your project ideas should be submitted as quickly as possible to him. CANADIAN JOBS STRATEGY AND EXCELLENCE IN EDUCATION FUND Because projects in each of these categories might be quite similar, and because you may not know which program is likely to find your project ideas attractive, the two cross-campus/centre committees will be meeting to sort out such problems under the co-ordination of Ross Carter and Tom Toulson. YOUR ASSISTANCE PLEASE Both of these programs provide us with opportunities to expand our contributions to the committees we serve, but we need your ideas to realize this objective. We regret that it seems necessary to proceed as described above, but we hope the results will counterbalance the difficulties involved in getting new funding to expand our work. PG WITH SYMPATHY Cam Avery's wife, Margaret, passed away on Tuesday, March 4 as a result of injuries sustained in a car accident. Funeral services were held on Saturday, March 8 at St. Paul's Anglican Church. A donation has been made in Mrs. Avery's memory by the Administrators' Association to the St. Paul's Church Memorial Fund. HWR ENTREPRENEURS The Douglas Centre for Enterprise Development and the VVI Small Business Development Centre want you to succeed. A three hour seminar titled "EXPLORING THE SELF-EMPLOYMENT OPTION - THE PROCESS OF STARTING OF A BUSINESS OF YOUR OWN" will be held March 12 and March 13, 1986 from 7:00 to 10:00 at the Vancouver Vocational Institute in Room 240. JH FINANCIAL AID NEWS Bursaries and Scholarship Listings Updated booklets listing Scholarships and Bursaries available to VVI students are available in the Financial Aid Department, the Counselling Department, the Library, and the VVI Student Association Office. Normally, students are expected to have exhausted their own resources and applied for government student loans before applying for a bursary. Tnere are numerous awards made available by private donors and students may be referred to the listing for eligibility and criteria. Loan Remission Program Since April 1, 1985, approximately 125 VVI graduates have become eligible for a 25% remission on their B.C. Loans only. The Financial Aid Office provides the names of VVI graduates with B.C. Loans to the Ministry of Education. Payment is then made by the Ministry directly to the student's bank. HWR DRAFT POLICY Title: Use of the VVI Library Microcomputer Lab Policy: A.l The lab is operated and supervised on behalf of the VVI by the VVI campus library. Technical maintenance and control is provided by the Computer Services Department of the College. A.2 The lab is primarily intended for independent, self-study use by students, staff, and faculty of the VVI. VCC and VCC/CE faculty, staff, and students are also entitled to use of the lab. The computers may not be used by members of the community who are not currently associated with the college. A library Community Borrower's card does not constitute association with the college. A.3 The computers should only be used by persons trained in their usage. The library staff does not offer this training to individuals. A.4 Although the lab is not intended for regular booking by instructors for classroom use, arrangements for such use may be made in advance with the library. In the event of bookings by non-VVI departments, the prior approval of the Dean of Instruction may be required along with a financial arrangement to cover costs. A.5 All software packages purchased for the library lab will be acquired and catalogued by the library. The licence agreements will be signed by the Dean of Instruction and filed in the library. Procedures: B.l Computer users must present a valid VCC student or staff ID card for access to the computer lab. CE students and faculty present a valid CE library card. The "Library Use of Microcomputers Undertaking" statement must be read and agreement signed before accessing microcomputers. B.2 If others are waiting, current users will be required to relinquish their computer after two hours of logged time. B.3 Instructors who wish to book the lab for classroom use must arrange the booking with a librarian in advance, and should be present during the classroom use. Advances in technology since 1924, when the present Act was passed, have made it necessary to restate the relationships between creators and users. All documents, including the recent report of the House of Commons sub-committee on the revision of copyright "A Charter of Rights for Creators" indicate a continuation and strengthening of the rights of creators. In light of this increased attention to the rights of creators and users, the College is taking the step of clarifying its position respecting those rights. The College recognizes the requirement for a substantial stream of information to students in support of education and training. Nevertheless, the provision of that information must conform with the law respecting copyright. Should this policy and procedure require revision upon the passage of a new Copyright Act the College will undertake such. POLICY: A.l Computer software, television programs, printed matter or any other copyrighted or patented material for which the rights are not owned by the College or a College instructor or for which the rights are not in the public domain shall not be reproduced without the written permission of the owner of those rights unless the use falls into the "fair dealing" category of the Canadian Copyright Act It is understood that the reproduction of all or a substantial portion of any copyrighted work is not permissable under "fair dealing" even for private study, research, criticism, review, or educational purposes. B.2 Employees wishing to reproduce copyrighted materials shall be responsible for obtaining, in writing, permission to do so and for providing copies of correspondence to the campus library for filing. B.3 Each campus library will maintain a file of correspondence concerning requests for permission to copy and permissions granted and denied.
